Using model figures in believable scenes
As a modeller I always built layouts with little or no people. Thankfully I model desert scenes or big expanses, where people don't usually stay too long out in the harsh environment, so their absence is not really noticed. Adding people to your layout should complement and add to the realism of a scene, not make it comical.
