SACRAMENTO, Calif. — We just finished the second-driest water season on record in California. Worse, it was the driest two-year period.
Only 1924 was drier, according to the state Department of Water Resources. And back then, California had a population of just 4.5 million. Now we have 39.5 million people gulping water — plus a lot of overplanted thirsty nut orchards in the arid San Joaquin Valley.
