Back then, it was possible to pick up even rifle pronghorn tags over the counter (OTC) in many states, or with virtually guaranteed success via early tag draws. Today, almost all Western state pronghorn tags are distributed via the draw system, and many of the more popular hunts are oversubscribed, meaning you need to accrue preference points to have a chance at drawing one.
