It’s time to outlaw the jackal

There seems to be two fundamental problems within the game at present:

1. The number of head injuries.

2. The lack of attacking, entertaining rugby, with games dominated by defences committing just one or two players to ‘jackal’ at the breakdown and spreading the rest across the field.

I propose a law change that would impact both these problems – outlaw the technique known as ‘jackaling’.
