Will the AG’s powers prevail?

Auditor-General (AG) Kimi Makwetu’s new powers will be put to the test after three municipalities were found with material irregularities.

Makwetu’s new powers came into effect in April 1 2019.

The amended Public Audit Act had been extended so that Makwetu’s office could go after culprits allegedly responsible for irregular, unauthorised and wasteful expenditure.

The act allows the AG’s office to identify material irregularities in municipalities.

These are defined as any noncompliance with, or contravention of, legislation; fraud; theft; or a breach of a fiduciary duty identified during an audit performed under the Public Audit Act that resulted in
