An abnormal stall in an otherwise routine promotion of an Army officer who testified last year in the House hearings on the impeachment of President Trump could result in a highly unusual Senate hold blocking the pending promotions of more than 1,000 other Army officers. Sen. Tammy Duckworth, D-Ill., Thursday she intends to block Senate confirmation of 1,123 senior U.S. Armed Forces officers until she gets confirmation in writing from Defense Secretary to the rank of full colonel.
