Coming into President Rodrigo Duterte’s fourth year in office, the Philippines continued to lag in corruption and human-rights-related indices. Deaths resulting from extrajudicial anti-drug operations, which have killed thousands to date, still occur, though at a slower rate.

Aside from drugs, the government has targeted issues ranging from traffic congestion to cultural infrastructures. In April, Duterte signed the Republic Act 11333, boosting the powers of the as the primary body through which the government manages public museums and develops collections, including those related to the arts.
