ON FEB. 10, ANNEGRET Kramp-Karrenbauer, the head of Angela Merkel’s Christian Democratic Union (CDU)—and presumptive heir to the chancellorship—announced that she would be resigning as party leader, a position she narrowly won just over a year ago.
