Congress created the Opportunity Zone program in the Tax Cuts and Jobs Act of 2017. In a rare instance of bipartisanship, Sens. Tim Scott (R-S.C.) and Cory Booker (D-N.J.) co-sponsored the legislation as an attempt to attract capital to parts of every state that could benefit.
