Ross-on-Wye station was opened on June 1, 1855 by the Hereford, Ross & Gloucester Railway. Built slightly to the north of the town, it was the terminus of the Ross & Monmouth Railway, which joined the Hereford, Ross & Gloucester just south of the station.
On July 29, 1862 the line was amalgamated with the GWR, and in 1873 the station also became the terminus of the Ross & Monmouth Railway to Monmouth via Lydbrook.
In 1890, the GWR built a new station building at Ross, somewhat reminiscent of a French chateau, and bigger than the original. It was designed by JE Danks of the GWR civil engineers department at Paddington.
