Is Health & Safety madness taking over at heritage lines?

NOTHING makes my blood boil more than stupid, pointless over-reaction to health & safety, preventing the public from enjoying themselves.

We are all capable of summing up the risk involved in the actions we take.

The fact the ORR is moving towards preventing passengers leaning out of carriage windows on a heritage railway is a gross overreaction to a very small potential problem. How many people have been killed or seriously injured on heritage railways since 1960?
