Human rights report avoids assigning blame in Khashoggi killing

WASHINGTON - The State Department released its annual human rights report Wednesday with blistering criticism for China, a pass for ally Saudi Arabia and less harsh views on North Korea.
The report says the killing of journalist Jamal Khashoggi by Saudi government agents last year constituted a human rights abuse because it was an "arbitrary" or a "politically motivated" killing.
