But neither is the fact that a sick killer is on the loose, targeting the city’s paraplegics. And now he’s got to play dad to his own son fresh out of an eighteen-month stint in prison.   For Powder, it’s enough inspiration to crack an ill-timed joke or two, especially when the Feds suspect the lieutenant’s not playing it straight.
