Pluto goes retrograde every year for a few months and usually the only times that bring major transformations are the stations retrograde and direct, especially the retrograde. This one, however, WOW. This retrograde is likely to be one for the history books due to the aspects around it. It's also intimately connected to the Venus retrograde from July 22nd to Sept 3rd and Venus and Pluto have intimate connections around desires.
