Over the last 52 years, watchdogs argue that the Public Records Act has lost some teeth. When it was passed in 1972, there were only 10 exemptions for when records wouldn’t be made publicly available - mainly related to privacy.

As of last year, there are more than 650 exemption rules for public records requests.
