The paper is titled 'False-Positive Psychology: Undisclosed Flexibility in Data Collection and Analysis Allows Presenting Anything as Significant' and is by Simmons, Nelson, & Simonsohn (2011).If you want to read the paper yourself it can be freely accessed here.
