Western societies have gone to war for many reasons in many generations. Historically, particularly in America, we have required a justification and a declaration from Congress. Over the past several generations, Americans stopped expecting a president to ask Congress for a declaration. And the public seem to have forgotten their Judeo-Christian roots in asking: "Is this Just?"
