Steve goes undercover as a longshoreman to help a fellow O.S.I. agent recover stolen microchips.  He's equipped with a new sensor device that will cause a "blue flash" in his bionic eye when he passes his hand over the microchips.  The death of his partner only makes Steve more determined to get the stolen goods recovered and the culprits caught.  A wrinkle in all this though is the woman who runs the boarding house he stays at and her son, Ernie (Rodney Allen Rippy).  She has been captured by the smugglers and her life is in danger.  Can Steve rescue her and fix Ernie's bike in time?
