Agatha Harkness is, well, a witch. In the comics, she trained Wanda (sort of):
You know what SHIELD is. But do you know what SWORD is? Probably not, but maybe. They were designed to deal with extraterrestrial threats, which is why it's weird that they are deal with a domestic issue:
