Former Heritage Foundation President Kay C. James says her life “is a model for what can happen in this country with opportunity and seizing the day.” As a child, James lived with five siblings in the housing projects of Richmond, Virginia. Her father struggled with alcoholism and was absent from her life. Despite the challenges she faced, James went on to become the spokeswoman for National Right to Life. She later served as secretary of the Virginia Department of Health and Human Resources under then-Gov. George Allen and as director of the U.S. Office of Personnel Management for then-President George W.
