Four Democratic members of Congress have introduced legislation to expand the Supreme Court from nine justices to 13. Sen. Ed Markey, D-Mass., and Jerry Nadler, D-N.Y., on April 15 introduced the bill with Reps. Hank Johnson, D-Ga., and Mondaire Jones, D-N.Y.
