You can't protect basic human rights if you don't have democracy. If you're going to protect basic human rights, you need to have things like credible institutions that hold abusers to account. You need to have opportunities for the least advantaged in a society. The people whose rights are most at risk to be able to choose their leaders and choose leaders who will represent them and serve their interests.
