Singapore’s SPCA (The Society for the Prevention of Cruelty to Animals) started in the 1800’s, and was revived again in 1947. http://www.spca.org.sg HDB stands for Housing and Development Board, which manages public housing in Singapore. Eighty percent of residents live in HDB units. Prue Harrison mentions that HDB rules have prohibited cats, and have only allowed very small dogs, although Project ADORE has changed that to a degree.
