Overview
The study on the politics of inclusion for persons with disabilities in society is rooted in the broader global movement for disability rights and inclusion, which has gained significant traction over the past several decades. Historically, individuals with disabilities have faced systemic barriers to full participation in society, including discrimination, marginalization, and lack of access to essential services and opportunities. These barriers have limited their ability to engage in key areas of life such as education, employment, healthcare, and public life.
The disability rights movement has emerged as a powerful force advocating for the recognition of disability as a matter of human rights and social justice. Central to this movement is the understanding that persons with disabilities should enjoy the same rights and opportunities as others, free from discrimination and exclusion. The adoption of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) in 2006 was a pivotal moment in this movement, establishing a comprehensive international framework for the protection of the rights and dignity of persons with disabilities across the world.
Despite these advances, significant challenges remain in ensuring the full inclusion of persons with disabilities. Structural barriers, such as inaccessible infrastructure and technology, persist in many regions, making it difficult for individuals with disabilities to navigate physical and digital environments. Societal attitudes and cultural beliefs about disability can perpetuate stigma and discrimination, further hindering inclusion.
In the Philippines, the situation mirrors global trends in many respects. While the country has made notable progress in advancing the rights and inclusion of persons with disabilities through legal frameworks such as the
Magna Carta for Disabled Persons (Republic Act No. 7277) and the Act Expanding the Benefits and Privileges of Persons with Disability (Republic Act No. 10754), challenges remain in ensuring consistent implementation and enforcement. Rural and remote areas face greater disparities in resources and access to services, exacerbating the exclusion of persons with disabilities.
The study aims to explore the complex landscape of inclusion for persons with disabilities globally and locally, with a particular emphasis on the Philippines. It examines historical and contemporary perspectives on disability rights, theoretical frameworks, and current policies to identify key trends and challenges in advancing inclusion. The study seeks to offer policy recommendations and insights for future efforts to create equitable and inclusive environments for persons with disabilities.
The study's focus on the Philippines provides an opportunity to understand how local efforts align with international standards and identify unique challenges and opportunities specific to the country. This includes examining the role of government agencies, non-governmental organizations (NGOs), and the private sector in promoting inclusion and advocating for the rights of persons with disabilities.
