KONTEKST
ZSRR I JEGO CYWILNY PROGRAM JĄDROWY
W 1917 r. rewolucja październikowa doprowadziła do upadku cesarza Mikołaja II (1868-1918) i reżimu carskiego w Rosji, otwierając tym samym drogę do ustanowienia komunizmu. W 1922 roku powstał ZSRR, nowe państwo federalne. Jedna partia, która sprawowała rządy, decydowała o planowaniu gospodarki i rozwoju przemysłu. Komunizm to władza radziecka plus elektryfikacja całego kraju
- oświadczył w 1920 roku Lenin (rosyjski rewolucjonista i mąż stanu, 1870-1924), od początku ściśle kojarząc ideał komunistyczny z postępem technicznym i rozwojem elektrycznym (Ackerman (Galia), Chernobyl, retour sur un désastre, Paris, Buchet/Chastel, 2006, s. 17).
Od 1947 do 1991 roku ZSRR i Stany Zjednoczone były zaangażowane w długotrwały konflikt: czyli tzw. zimną wojnę. Ich ideologiczna i polityczna opozycja, która powstała po zakończeniu II wojny światowej, zakładała niekończący się wyścig zbrojeń, w którym każda ze stron dążyła do uzyskania przewagi technologicznej nad drugą storną. Po zbudowaniu własnej bomby atomowej w 1949 roku ZSRR kontynuował rozwój energetyki jądrowej dla celów cywilnych i wojskowych, a w 1952 roku Stalin (radziecki mąż stanu, 1878-1953) ogłosił program rozwoju energetyki jądrowej. W tym kontekście energia jądrowa stała się jednym z głównych symboli władzy komunistycznej, być może nawet jej najsilniejszym symbolem. W połowie lat sześćdziesiątych zatwierdzono wielki plan stworzenia elektrowni, przy czym rozważano Czarnobyl. Jak wszystko inne związane z energią jądrową, to co dzieje się wewnątrz elektrowni pozostaje tajemnicą. Jako flagowy okręt radzieckiej technologii, otoczone są mitem absolutnej niezawodności i
