    Trade facilitation—customs modernization, simplification and harmonization of trade procedures, and regulatory transparency—is a key policy tool to enhance the seamless flow of goods across borders. A major milestone was achieved when in 2013 members of the World Trade Organization completed negotiation of the Trade Facilitation Agreement, which went into effect in 2017.
