PROLOGO
Importantes economistas de los Estados Unidos han definido la depresión coma una recesión economica y los que la han definido como una depresión economica han sujerido que no es una bran Depresion y en eso tienen razón si a esta se le compara con la Gran Depresión Américana de 1929. para los que han definido el fenómeno como recesión, el balance de cuentas de 1991, estuvo balanceado debido a los pagos recibidos por los Estados Unidos de los paises del resto del munda por este haber participado en la guerra del golfo pérsico y seri-elan que en los Estados Unidos había una recesión.
De esa manera el pueblo norteamericano conoció el fenomeno coma recesión y no coma, una depresión. economica. Cuanda se habla de depresión economica significa que las bases económicas de la sociedad estan hundiendose. Significa también que las fuerzas economical de la sociedad actuan presionadas y que diaminuyen hacia una caida brusca. De esa manera se puede intentar controlar las crisis economica a traves de su interpretación y manejo.
Pero, cuando la depresión economica llega, no existe una capacidad humana para detenerla debido a la caida de la economia. Eso, nos da entender que la depresión economica es una crisis de estructuras, las que, afec.tan todo el sistema economico. Entoncea -¿ Qué debemos hater para aliviar la depresión economica ?- ante esta pregunta debemos entender la posibilidad de atraa estructuras y fundamentas econOmicos que nos dirijan hacia un nuevo sistema economico. Para muchos economistas la solución de las depresiones economicas radican en equilibrar la producción, sabiendose que la productión y la regulación de la praducción es ya cosa estudiada.
Sin embargo, las crisis economicas, colocan al hombre en una posición de decadencia social y concretamente la depresion economica es una crisis aguda del sistema socio-económico. Y esto significa crisis gubernamental, desequilibrio de producción y consumo. Debe entenderse, que el desequilibrio economico es solamente un efecto y no la causes de las depresiones economicas.

Los inicios de la recesión económica en los Estados Unidos de Norteamérica comenzaron a reflejarse con el despido de 17,000 empleados el 24 de septiembre del 1990 en el Chase
Manhattan Bank. La recesión se debio a una sobreproducción en el sector industrial y comp consecuencia le siguió una politica crediticia por el sector bancario. La recesión trajo consign un proceso de guerra, desempleo, defecits en los presupuestos, stanflación, inflación y finalmente resultó que lo que se había llamado recesion pasó hacer en toda su generalidad una depresión económica.
La recuperación económica comienza a manifestarse para el 10 de mayo del 1992; con una favorable politica crediticia y después de los violentos acontecimientos de New York y Los Angeles. Eventos de violencia motivados por que la gente estaban comprando menos y ya había mercancia en el mercado y a la politica crediticia establecida por el Sistema de Reservas de la Banca Federal. La recuperacion economica en los Estados Unidos, desde que el vocero del Sistema de la Reserva de la Banca Federal declarara los origenes de la crisis desde el aao 1988, a traido los tunas más importantes para la campaña electoral en los Estados Unidos. Enmarcados estos en la seguridad social y económica de las familias norteamericanas. Centralizandose los debates en democracia y demografia. Merece mención que la guerra del Golfo persico comenzó en enero 17, del año 1991 y según un reporte del pentagono pubiicado en el New York Times el ll de abril, del 1992 la invación a Kuwait empezó a planificarse en agosto de 1990 y en una sesión secreta y estrateica la Casa Blanca decidio en extensas discusiones ponerle fin a la guerra. Merece atención la invación a Panamá en 1988 y merece atención para el comienzo de la recuperación económica de los Estados Unidos, el aumento de sus exportaciones el 10 de mayo de 1992 en los paises de América Latina.
Por consiguiente merece tambien mencion el transplante politico y militar en la Republica de Haiti. Con el derrocamiento de Jean Beltrand Aristide que
