    The following unified environmental code was the outcome of a project designed to draft a model law that would be simple yet effective, and that would protect the environment in the context of rapid economic development. The Emirate of Dubai was selected as the focus of this project because its Ruler has demonstrated his willingness to adopt innovative legal strategies that promote social evolution along with economic growth.

    The Dubai Environment Law of 20??

    (Draft) Law No. X of 20??

    We, Mohammed Bin Rashid Al Maktoum, Ruler of Dubai, do hereby issue the following Law:

    Article 1. Abbreviations

    The numbered words and abbreviations below shall have the meaning appearing directly opposite each of them:

    1. Ruler : H.H. The Ruler of Dubai

    2. Government : The Government of Dubai

    3. Emirate : The Emirate of Dubai

    4. UAE : The United Arab Emirates

    5. DEA : The Dubai Environment Authority

    6. DG : The Director General of the DEA

    Article 2. DEA and DG

    1. The Ruler hereby establishes the Dubai Environment Authority as an independent juridical entity of the Emirate, and empowers and authorizes the DEA to take all actions provided for in this Dubai Environment Law of 20??. The regulations, rules, decisions and other actions of the DEA shall have the force and effect of laws of the Emirate. The DEA shall not be subject to taxation. DEA Headquarters shall be located in Dubai Municipality, with offices located at any other place in the Emirate.

    2. A Director General of the DEA shall be appointed by the Ruler. Furthermore, the Ruler hereby delegates to the DG the authority necessary and appropriate to execute all the actions sanctioned by this Law. The DG shall serve at the pleasure of the Ruler. The DG shall be responsible to the Ruler to ensure that this Law is faithfully executed. The DG shall prepare an annual report for the Ruler on the activities of the DEA, and shall otherwise report as requested. The DEA shall be funded by the Government, and the DG shall present annual or supplemental budget requests in order to ensure that the operations of DEA are adequately funded. The DG shall represent the DEA before Government entities, courts and other public and private institutions, and shall be responsible for managing the DEA and delegating authority to deputies, officers and staff members of the DEA.

    Article 3. Purpose and Applicability

    1. The purpose of this Law is to promote the sustainable development of Emirate resources in a way that will protect the environment for present and future generations. Emirate development will be based upon recognition of the fact that the natural environment requires protection, and that freedom
