This young girl, around the age of ten, fell of a boat that had children being smuggled into the United States from Cuba. She was found dead on the beach the next morning, along with a middle aged man who had been shot in the chest and killed. Special Agent Garcia claimed the infamous 'American Coyotes' smuggling ring was involved and she needed Pache to help her prove it.
What they didn't understand at the beginning of their investigation, was that the smuggling ring had much more depth than they expected. Psychiatrists, doctors, lawyers, schools and many others were benefiting from the subsidized money the government was giving out to the DCI programs.
Although a fiction book, this Investigation sheds light on the possibilities of corruption in some education systems.

Introduction
When the President of the United States signed and issued executive order 2496335, calling it the Disabled Children’s Immigration Act (DCI Act) things began to change in North America. This order allowed certain illegal immigrants, who entered the United States prior to the age of twelve, and who were found to be physically or mentally disabled by a licensed physician, to receive a pathway to citizenship into the country.
In order to receive citizenship, the children had to be enrolled in a Disabled Children’s Boarding School program and graduate by the time they reached the age of eighteen years old.
The policy was created after acknowledgement of the hardship of disabled illegal immigrants in the United States. It was also seen as a way to remove immigration enforcement on individuals with disability status.
Conservative leaders later complained they were deceived by the United States President and Democratic leaders, whom allowed millions of undocumented children into the country, due to the passing of this act.
These stories are the documented struggles of a few people due to what is now known as The DCI Act.

The Drop Spot
Sunday, 4:00 a.m.
Hours before sunrise
Atlantic Ocean
The small light attached to the boat flickered in the darkness, signaling the drop spot for the rafts bringing the children in from Cuba. The ocean was rough from a rainstorm that evening, which made it almost impossible to pinpoint the boat’s location from across the Atlantic.
Two smugglers, Recon and Crowbar, sat on their boat with flashlights in hand, waiting for the children’s arrival.
The mission called for three motor-powered rafts, each carrying ten children, to arrive at the smugglers boat at approximately 2 a.m. One adult captain was assigned to each raft to make the drop no later than 2:15. It was now slightly past 4 a.m. though.
Crowbar finally heard the sound of a small motor-raft and looked over at Recon. He pulled out his pistol and headed towards the stern of the boat, as he watched it approach slowly.
Throw ‘em the rope and have ‘em tie it to the cleat,
Recon yelled down to him.
Got it,
Crowbar replied.
The smugglers wanted complete anonymity, so they had stripped themselves of their real names while attending the training program to become American Coyotes. They always spoke to each other in English, but to everyone else of Hispanic descent, they spoke Spanish.
Come on, get on da boat!
Crowbar screamed at the kids in Spanish.
He began to count the kids with his flashlight one by one, as they jumped off the rafts and onto the boat.
The captain of the first raft cautiously looked up at Crowbar, but he quickly put his head down and finished tying the rope to the cleat hitch, before their eyes could meet.
I counted ‘em twice. Only twenty-nine of ‘em man,
Crowbar yelled to Recon.
What?
Recon questioned as he walked towards him.
Crowbar stared at him without saying another word, knowing Recon would soon explode with anger.
Boys on the right, girls on the left…now!
Recon yelled commanding the kids.
Fear was gripping the children as he counted them one by one.
Fifteen boys and only fourteen girls!
he shouted at Crowbar as he finished.
Crowbar cocked his gun and pointed it at the captain of the 1st raft.
Hold up, you gonna scare the kids,
Recon said.
Whatta you want me to do?
Crowbar asked.
Put the gun down,
Recon said, glaring back at him.
Crowbar lowered the gun, but kept his eyes on the captains.
What happened? Why only fourteen girls on this boat?
Recon asked.
One must a fell out,
the captain of the 1st raft replied.
Recon looked back and forth at all three raft captains, then stopped and stared at the 3rd one.
I heard screamin’… then she was gone. I swear man, I didn’t see anything,
the 3rd captain explained.
Which one of you was lookin’ after the girls?
Recon asked.
All three captains looked at each other in terror.
I was, but it wasn’t my fault, she just fell out,
the 2nd captain said. The cash they was payin’ me is all you man, just let me roll outta here and it’s yours.
Recon shook his head in disgust.
You messed up big time man,
he said as he pointed the flashlight at him.
He then looked over at Crowbar and spoke to him in English so the captains couldn’t understand.
Cut this fools neck for losin’ that little bitch and make sure the others watch ‘im bleed. They need to know, a kid dies on your watch, you die.
Crowbar immediately went in for the kill, but Recon quickly stopped him.
Hold up,
he said and handed Crowbar a pistol with a silencer.
Grab one of the boys and have ‘im knock off that asshole with this. If the kid’s down enough to do it, keep ‘im with us and I’ll put ‘im in a leadership role.
Crowbar was listening intensely to the instructions as Recon spoke.
If one of the boys won’t do it, clip the captain’s ass yourself and let’s get outta here. I don’t have time to think about this shit anymore,
he said and he walked towards the front of the boat.
Crowbar walked over to the boys and pointed the flashlight at each one of them, searching for the one with enough fire in his eyes to complete the task. The chosen one was about to become a leader and a murderer at the ripe young age of
