I dedicate this book to my wife Angela and our four children, Carl, Aaron, Camille, and Candace, for their love and for their support of my endeavors over the past fifteen years in public office. Without the support of my mother, Madine Camon, I would have probably left public office a long time ago. Thanks mom, for your encouragement. I will always remember my greatest role model, and that was my father, Jr. Bishop L.J. Camon. He taught me well. This book is also dedicated to communities who have realized the value of training our next generation of leaders, and to the youth around the world who have accepted the challenge to become world-class leaders. I offer a special thank you to the City of Ray City, and all of its citizens for allowing me to serve them as their mayor for five terms. Much appreciation goes out to the Georgia Municipal Association (GMA) for the awesome training they have provided to me for nearly fifteen years, and to the National League of Cities for inviting me to share the successes of our youth leadership program, with cities all across our nation.
About the Author
Carl Camon is a true public servant. He was appointed by the governor to serve on the State of Georgia’s County & Municipal Probation Advisory Council, where he served as both a member and as Chairman. Carl served on Georgia Municipal Association’s (GMA) Board of Directors, Executive & Budget Committees, and as Chairman of GMA’s Environment & Natural Resources Committee. He also served as a member of GMA’s Training Board. He served as a member of the Southeast Georgia Rural Development Center Board of Directors and on the Berrien County Chamber of Commerce. He served as Vice-President of the Berrien County Democratic Party. He is a nationally known advocate for youth, and he was invited to attend the Congress of Cities Conference, by the National League of Cities (NLC) based in Washington, D.C. for four consecutive years, to serve as a City Showcase Presenter, where he shared the successes of the Mayor’s Youth Leadership Institute (MYLI) of Ray City Program, with cities and organizations across the country. Just recently, Carl was once again invited to share the youth program with the National League of Cities at its Congress of Cities Conference, for the fifth time. Carl Camon founded the MYLI in the year 2000. The program focuses on effective leadership skills, local, state, and federal government issues, abstinence, drugs, alcohol, and tobacco prevention, school dropout prevention and community involvement. He was also invited to the West Wing of the White House along with other leaders from across the country to discuss issues pertaining to youth and after school initiatives. He is an honorably discharged U.S. Air Force Veteran, who served during peacetime and wartime. He has served for five terms, as the first African American Mayor of Ray City, which is located in South Georgia. Carl was instrumental in obtaining over three million dollars in grant funds for Ray City, during his tenure as mayor. He is an educator with 15 years experience, and he possesses both an earned Master’s Degree in Special Education and an earned Education Specialist Degree in Educational Leadership, from Valdosta State University. He and his wife Angela, who is also an educator, are the owners of Teacher Advocacy & Protection (TAP), Inc., an organization that provides training for teachers and advocates for teachers’ rights.

Empowering The Next Generation – A How To
Guide To Starting A Youth Leadership Program is one of the many resources that you may use to assist you in starting a youth program in your own community. It is a simple and easy to read guide that walks you through the process in five easy steps. Each of the five steps consists of six mini-steps that further explain how to approach the rigorous, but rewarding task of successfully starting a youth program. You may choose to follow the guide in the sequence it is written or you may pick and choose which step you want to use first. An example of an actual curriculum, which I designed for the Mayor’s Youth Leadership Institute program, is included as a part this guide, as well. In an effort to help ensure your success, contact information for various substance abuse and behavioral health agencies in all fifty states is included in this guide, as well as the addresses and phone numbers of forty-nine Municipal Leagues, and information for 101 grant providers. I am confident that your use of this guide will offer insights to help you to become better prepared to accomplish your goal of starting a youth leadership program in your community.
Empowering Our Youth
Empowerment begins at home, but the sad fact is that many of our youth don’t really have a place to call home. Often times the light gets brighter and brighter as they walk toward or ride the school bus to school. For many of our youth, that same light grows dimmer and dimmer as they depart school and journey back to their respective homes. What does this tell us? It tells us that great educational environments work. So, what do we do once our youth return back to their communities? There is no possible way that we can be in the homes of every child who has a need, but we sure can invite them to community youth programs. We can educate them and empower them to take responsibility for their education and their future, so that they can triumph
