Aus Sicht der Befürworter garantieren staatliche Lohnuntergrenzen eine faire Bezahlung und verringern auf diese Weise Armut. Die Kritiker von Mindestlöhnen sehen dagegen eine Verschärfung sozialer Probleme durch steigende Arbeitslosigkeit als Folge gesetzlicher Eingriffe in das Lohnsystem einer Marktwirtschaft.
Die vorliegende Studie vermittelt dem Leser zunächst einen generellen Einblick in das Thema "Mindestlohn" und präsentiert die allgemeinen Vor- und Nachteile gesetzlicher Lohnuntergrenzen. Darauf aufbauend werden verschiedene ökonometrische Methoden dargestellt, mit denen Ökonomen versuchen die Effekte von Mindestlöhnen auf Beschäftigung, Armut oder beispielsweise Inflation zu messen. Dazu zählen neben rein deskriptiven Ansätzen auch zum Beispiel die Difference-in-Difference Methode.
Mit diesem theoretischen und ökonometrischen Wissen ausgestattet findet der Leser im dritten Teil des Buches eine ausführliche Analyse der Effekte einer aggressiven Mindestlohnpolitik in Argentinien. Im untersuchten Zeitraum von 2003 bis 2006 wurde die gesetzliche Lohnuntergrenze in Argentinien von 200 auf 1.240 Pesos erhöht. Der Autor untersucht, welche Auswirkungen diese drastische Erhöhung auf die Armutsproblematik in Argentinien hatte.
Vor dem Hintergrund, dass auch in Deutschland Mindestlöhne ein regelmäßiges Diskussionsthema sind, liefert das vorliegende Buch dem Leser einen sehr guten Einblick in die wissenschaftliche Analyse staatlicher Lohnuntergrenzen.
