Social policy scholar Andrea Louise Campbell thought she knew almost everything there was to know about the means-tested assistance programs until her in-laws, the Wagners, met with tragedy.
Marcella Wagner was the victim in a car accident which paralyzed her from the neck down. She was in her third trimester at the time of the accident, but thankfully, the baby was healthy.
