This exposé of gross dereliction and political misconduct on the part of Bexar County, Texas, reflects a growing trend in this country. Joseph is afflicted with Huntington's disease, a terminally illness which causes dementia and psychotic episodes. A National Honor Society member, a musician, an athlete, Joseph is confronted by three Bexar County Deputies while sitting in the family car. The deputies, aware of the boy's affliction, understanding the family only seeks medical assistance, chase the boy from the family home. Cornering the boy against a neighbor's fence, where he throws his arms into the air, the deputies shoot mulitple times striking the boy three times. All takes place as his mother watches helplessly on. But that is only the beginning of the family's nightmare. Joseph is charges with attempted capital murder, taken from his medical team, and tortured in the county jail.

    This 2012 is an election year, and the politicians are (of course) having a grand time confidently promulgating their platforms on this issue and that. The failing economy, health care (or lack thereof), and gun control are hot topics at the podiums; sadly, neither candidate has answers to the issues, just plenty of blame to sling at each other.

    Gun control is hot due to numerous incidents of mass shootings, including the Arizona incident involving former Congresswoman Gifford. The argument? Ban certain weapons, legislate stricter control over who can purchase hand guns, and all this craziness will magically go away. Perhaps. Highly unlikely; but one never knows.

    Omitted from the discussion are the untold incidents of bad shootings, deadly shootings, mutilating shootings conducted without conscious on the part of law enforcement officers, which brings us to our story. Allow me to quickly set the stage for this tragic, but all too common tale.

    As I mentioned, 2012 is an election year, not just at the national level, but at county levels as well. As you read this, Bexar County, Texas, prepares to elect a new Sheriff. The former Sheriff, the Sheriff that held office when this story was acted out, was forced to resign after being indicted of corruption and abuse of official power. The incumbent was also a key player.

    The sitting District Attorney, described by many a true career politician, prosecuted the Sheriff without flinching, and probably with a smile on her face. The two sparred many times in their careers.

    Interestingly enough, the following year, the DA herself would face charges of accepting and using stolen property.

    While she admitted doing so, her office did not pursue the charges against her. The DA simply contended she was not aware the property she accepted and used was stolen; therefore, she committed no crime.

    Case closed.

    Such cases of law and order corruption and abuse of power, nationally, would fill volumes, but with these two simple examples, I take you into the world of law and order Bexar County style; just understand, the perception of political power, assertion that with position comes privilege and clout are universal in this nation, at all levels. In actuality, the acceptance of public office translates to acceptance of a position of servitude to the constituency, not self. Many, many do understand this fact, some, not so much.

    On doing a preliminary read for me, an associate asked, What do you hope to accomplish with this piece? I explained, first, as a father, I only hoped to bring closure to a horrendous episode in this lunacy called life. Chronicling and publishing the event for the record should help accomplish that closure.

    As a caregiver, the documentation of yet another Huntington’s disease case gone horribly, horribly wrong would further provide caregivers a case study to reflect on. Finally, as a teacher, I hoped to simply educate anyone who reads my words, layman or professional, medical, educator, law enforcement, anywhere in this country and abroad, on just how fragile life is, and how indifference and complacency of life affects the precious existence of family and community.

    This work is by no means a pleasure read; it is a factual, documented account of a horrific incident and subsequent despicable acts by high level law and order authorities that led to the death of a young man. There simply is no other way to state that.

    I don’t expect anyone who reads these words to understand the true depth of this family's loss. I also don't expect anyone to walk away believing our society as a whole is doomed. What happened on the streets, in the jail, and in the court rooms of Bexar County has happened across this nation countless times; this story will not alter any of that; be assured it has happened since, and will happen many, many more times in the future.

    It is but the nature of man to dominate man, or at least try.

    If one has in their family a disabled person, suffering from afflictions that alter mental and emotional capacity, they must understand, danger abounds from every side. Most fear a stranger, which is human nature; but well documented is a hard fact, those sworn to protect and serve are the greatest threat to the afflicted.
