The booklet “Customs Regulations for Individuals: Russia” is a collection of regulations for individuals, crossing the border of the Customs Union, which consists of the territories of the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan. The collection was prepared on the basis of the legislation acting in the Customs Union, taking into account the latest changes, and with the use of texts of official letters from the Federal Customs Service of Russia.
The booklet consists of the following sections:
Introduction, General Information, Double Corridor System, Written Declaration, Submission of Documents, Goods Imported Duty-Free, Payment of Import Customs Duties, Export of Goods, Export Prohibitions, Criteria for Classification of Goods for Personal Use, Permission for Transportation of Goods, Transportation of Cash, Public Liability Insurance, Vehicle Certificates Issue.
The booklet contains the minimum of the required and sufficient information on the order of crossing of the customs border of the Customs Union by individuals, the order of declaration of imported and exported goods and cash, the norms of duty-free transportation of goods in accompanied and non-accompanied luggage, by international post, amounts of customs duties, import (export) prohibitions or limitations, transportation of vehicles.
One should note that there is no book of regulations today, besides this collection, combining the texts of regulations in one issue and taking into account all the latest changes in legislation, and that forces people intending to cross the border of the Customs Union (both Russian and foreign) to refer to various documents or use unverified information.

The information is prepared on the basis of the existing customs legislation with the use of the Memo for international flights passengers crossing the customs border of the Customs Union (Letter from the Federal Customs Service of Russia No. 16-26/55640, d/d 16/11/2010), the Memo for international trains passengers crossing the customs border of the Customs Union, and the Memo for individuals crossing the customs border of the Customs Union in automobile vehicles (Letter from the Federal Customs Service of Russia No. 04-30/34327, d/d 19/07/2011).

The procedure of transportation of goods for personal use is regulated by the provisions of Chapter 49 of the Customs Code of the Customs Union (CC of CU), the Agreement About the procedure of transportation of goods for personal use by individuals crossing the customs border of the Customs Union and the customs procedures related to release of such goods.
