SOUTH Africa, as a constitutional democracy, has three spheres of government, namely national, provincial and local, which have legislative and executive authority in their own spheres.

Local government is at the coalface of service delivery as the sphere of government closest to the people. It is responsible for the provision of basic services such as water, electricity, refuse collection and driving key programmes geared towards improving the socio-economic status of people.
