Unkept promises

Rowan Moore’s analysis of the housing crisis [Issue 1591, 20 November] did not give a full picture. Thatcher’s government pledged to replenish the housing stock with the receipts from the sale of council houses. They did not keep that promise. The “slow build-out rates of private builders” means developers sit on land until the market suits them
