Saving a spindly peony

Q We planted a peony too deeply but moved it three years ago, making sure the crown was not buried. Despite this, it is still spindly and refuses to bloom. Where are we going wrong?

By the sounds of it, we are talking about a cultivar of, the herbaceous sort that dies right back for winter, and in spring shows fat red buds at the surface of the crown. These develop into stems of reddish-coloured new foliage and produce flower buds opening to gorgeous, often fragrant blooms in early summer.
