A study released on the eve of Finance Minister Enoch Gondongwana's much-awaited budget speech paints a bleak picture for the future of the sugar industry, with little evidence to suggest that government intends to reduce or scrap the Health Promotion Levy (HPL), commonly known as the sugar tax.
The measure, which has already cost the industry more than R2 billion and 16 000 jobs since its introduction in 2018, according to various stakeholders, has
