Why doesn’t resetting Edge fix my PDF problem?

Q Thanks for answering my question in Issue 639 (page 66) on why PDFs are opening in the background. I tried resetting my browser (Edge) as you advised, but it made no difference. Would you be able to suggest another solution? Strangely, this doesn’t happen if I open a PDF in Chrome.
