Wallabies great Tim Horan would allow an import spot on each team and implement a 30-second shot clock on packing a scrum to make Super Rugby Pacific a superior spectacle.
Horan is not just an old back picking on the scrum because he’s adamant that SANZAAR must wrestle some independent control of the code’s law book.
“I’d suggest that we in Super Rugby have to break away from World Rugby on six to eight laws to make the game more entertaining,” Horan said.
“Obviously, they have to be thought out so we are not too far removed when we have to go back to the uniform laws at Test time.
