When New York voters step into the booth this November, the state will be asking them for authorization to borrow $4.2 billion for the Clean Water, Clean Air, Green Jobs Environmental Bond Act.
Voters will have to make their decision on pure faith that the state will do what it promises with that money, which they—and their children—will be paying
