In any parenting manual, the government’s handling of immigration settings would be a stock example under the chapter headed, “You’re Doing It Wrong”.
No, it told clamouring, staff-hungry businesses, it’s time to wean you off cheap, imported labour and on to solid, home-grown fare. Train more local people. Pay them more. Improve their conditions. And if that doesn’t work, raise a chunk of capital and automate.
In its flintier moments, the government even told starving businesses they should consider quitting doing horticulture or hospitality or whatever it was that they couldn’t get staff for. Maybe the economy didn’t need it.
