No place for propaganda
The issue of co-governance is now becoming very topical, and the current government appears to be applying the principle of co-governance to areas other than natural resources in Treaty settlements. There is a concern in the community, most recently expressed by the ACT leader, David Seymour, that there are too many co-governance arrangements and that race-based advantage is wrong.
Personally, I think there is an opportunity for a principled debate on co-governance and whether the guidelines Rodney Hide and I negotiated could or should be applied to other areas. For example, should it be appropriate for Crown Research Institutes, as a matter of principle, to have co-governance arrangements such that 50% of all directors are Māori? Should the principle extend to SOEs [state-owned enterprises] and other Crown bodies? Or should appointments to these bodies be made on the
