AROUND the Tower of London circles a moat, drained in the mid 19th century and long since grassed over. Now, within this most symbolic of places, something radical is happening. The grass has been replaced by soil—more than 10,000 tons of it. Into this soil shall be sown 20 million seeds. By the time National Meadows Day arrives on July 2, the moat will have become a meadow.
