RECKONING WITH RUSSIA

Western leaders’ perception of the Russian and Chinese authoritarian regimes as one, with a shared aim to destabilise Western democracy, is mistaken. Despite reports to the contrary, China maintains it was surprised by Russia’s invasion of Ukraine. It claims Vladimir Putin misled President Xi Jinping, telling him he would not invade.

The Chinese Embassy in Kyiv was, indeed, uncharacteristically ill-prepared to evacuate its nationals. Beijing issued mixed statements in the first 72 hours of the crisis.
