The United Nations (UN), European Union (EU), and World Bank Group (WBG) have launched a $2.6 billion, 18-month reform, recovery, and reconstruction response plan to address urgent needs of the population affected by the Port Explosion, according to their joint report ‘Lebanon Reform, Recovery and Reconstruction Framework (3RF)’. The 3RF involves two parallel tracks. A reform and reconstruction track at a total cost of $2 billion and a peoplecentered recovery track at a cost $584 million.
Reconstruction and people-centered recovery
Each of the tracks encompasses four pillars that aim to improve services, the infrastructure, and governance, in addition to providing job and economic opportunities and social protection. The people-centered track is a socioeconomic recovery path that addresses the urgent needs of the most vulnerable populations and small businesses affected by the explosion. Under this track, around $426 million are needed in the first 12 months. “Based on indepth consultations with government, civil society, and donors, the 3RF aims to provide a common reference point and action plan on what needs to be done across various sectors over the next 18 months.
