Step One

Paint in your sky, using Ultramarine Blue, watered down to a wash. Paint in your darkest area and blend out with Titanium White. Add the slightest touch of Cadmium Yellow Medium Hue to create a moodier and warmer sky. This will complement the tone in scene below the skyline.
