To the keen observer, South Africa’s agricultural policies have remained unchanged, with emerging ones recycling the same fundamental ideas.
The reality is that we have been caught up in a vicious cycle of ideation, where policymakers and government officials are trapped in a process of overindulging in policy discussions without implementing them. Yet new ideas can only emerge if the existing ones are fully tested.
