‘True’ Technical Grading Explained

Recently in one of the third-party grading service (TPGS) internet coin forums, there was a discussion about a common-date Washington quarter graded MS-64 that did not receive a CAC “bean” (sticker) because it was judged to only grade About Uncirculated. I have no connection to CAC, but I really like the idea of their independent assessment of third-party graded coins providing an addition layer of confirmation to a professional grade opinion.
