1982 Recession Meant No Unc. Sets

Why were there no uncirculated sets (except for the souvenir sets) offered in 1982 and 1983?

No uncirculated sets were issued during 1982 and 1983 due to federal budget cuts that impacted the Mint, accompanied by a serious economic recession that peaked during late 1982. Since the souvenir sets were only available at the Philadelphia and Denver Mint gift shops, they quickly became popular with collectors.
